Tätigkeitsprofil:

The European Centre of Excellence for Civilian Crisis Management e.V. (CoE) is looking for a Policy Officer for Knowledge Management (f/m/div) in full-time. The position is foreseen to be filled as soon as possible. The position is initially limited to two years with the possibility of extension by mutual agreement. The place of work is Berlin.

The CoE, located in Berlin, is a member-based association founded in February 2020. Created following an invitation from the German Federal Foreign Office to all European Union (EU) Member States (MS), the CoE focuses on enhancing capabilities (national systems, structures and processes) to strengthen civilian crisis management within the EU’s Common Security and Defence Policy (CSDP).

The Centre is a service provider, supporting its 24 current members (EU MS) and working closely with the European External Action Service (EEAS), its Preferred Partner, in implementing their commitments under the Civilian CSDP Compact: 1.) Providing tailored, expert advice to members to help them address specific challenges, so they can strengthen their national capabilities and better contribute to EU civilian crisis management. This includes the facilitation of thematic working groups amongst EU MS - so-called “NIP Clusters”, as set out in the Civilian CSDP Compact; 2.) Offering an informal platform to MS and Preferred Partners - outside of formal configurations – to openly discuss key issues relevant to enhancing the EU’s civilian crisis management; 3.) Facilitating the exchange of good practices, with CoE analysis and advice, to promote mutual learning amongst members and develop concrete ideas and practices to enhance European civilian crisis management.

The team of the CoE consists of contracted staff as well as personnel seconded to the CoE from its members. The CoE currently has 24 members, all of them EU Member States.

The advertised position is responsible for leading the CoE’s Knowledge Management team, with line-management responsibility for currently one Junior Policy Officer for Knowledge Management (a contracted staff position).

The main responsibilities of the Policy Officer for Knowledge Management are:

  • Coordination of the CoE’s internal knowledge management processes. This includes mapping and developing how information and data relevant to the work of the CoE is gathered, stored, and utilised, to effectively and innovatively improve the quality and services the CoE provides to its members.
  • Working horizontally with colleagues across the CoE team to ensure these efforts adequately reflect the mandate and scope of the CoE’s work and thematic areas of focus.
  • Providing cross-cutting knowledge management advice, guidance, and support to operational colleagues in their work with CoE members.
  • Supporting the CoE’s work facilitating the so-called “NIP Clusters”, as set out in the civilian CSDP Compact 2023.
  • Development of the CoE’s Knowledge Hub, a repository of resources focusing on civilian crisis management and hosted on the Centre’s website, to ensure it becomes an active civilian CSDP community of practice.
  • Responding to individual knowledge management support requests from CoE members or preferred partners, in line with the CoE’s mandate, resources and workplan.
  • As the CoE’s GDPR and privacy policy officer, ensure that the CoE’s knowledge management activities and processes are compliant with GDPR and privacy obligations, working with other relevant CoE colleagues as appropriate.
  • Line-management, guidance, and coordination of the work of a Junior Policy Officer for Knowledge Management.
  • Play an active role representing the Knowledge Management Team in the fortnightly CoE Senior Management Team meetings.
  • Carry out other tasks as requested by the management.

Anforderungsprofil:

  • Master’s degree in a relevant field, such as information or knowledge management, communication science, political science, international relations or equivalent degree in related fields, recognised in Germany.
  • Proven expertise in knowledge or information management.
  • Proven experience in project management and the ability to effectively lead work collaborating and communicating on horizontal / cross-cutting issues within a team.
  • Diplomatic skills to work with international members and partners, representing ministries, government agencies and departments.
  • Understanding of European foreign and security policy issues, especially CSDP and crisis management would be a valued asset in the position.
  • Ability and readiness to acknowledge aspects of gender equality and human rights in the execution of tasks.
  • Proven experience working with Microsoft 365, especially SharePoint.
  • Proven experience working with Contact Relationship Management systems and Content Management systems (e.g. Typo3)
  • Eligibility to work in Germany (e.g., EU citizenship, a valid work-permit or job-seeker visa for Germany or the EU, etc.)

  • The CoE as a recipient of institutional funding from the Federal Government is bound to not exceed the conditions of the collective agreement for the public sector (TVöD Bund). Remuneration, pay grade and tier level are based on qualifications and relevant experience as predefined in the TVöD and are non-negotiable. The maximum pay grade for this position is E13/1-2 and is contingent on qualifications and relevant professional experience.
